SB210 Makes voting in person the normal method for voting. Requires voters to show picture ID when voting or requesting a ballot.
Refers the Act to the people at the next general election.
Makes in-person voting on the date of an election the standard method for conducting an election.
Allows an elector to request a ballot that may be voted by mail if the elector is unable to vote in person on the date of the election.
Retains vote by mail as the primary method for conducting elections for military and overseas electors and for electors who have a mailing address outside of Oregon.
Requires electors to present valid government-issued identification when appearing in-person to vote or when requesting a ballot be sent by mail. Requires all ballots to be returned by the date of an election.

Despite Oregon voters saying “NO’ to Ranked Choice Voting, four legislators have sponsored a bill to make it a law. HB3075 Would allow implementation of M114 by bypassing the courts.
-It would have an expanded permit process. Permits are now required for firearm transfers with a change from a 30 to 60 day waiting period for approval or denial and written notice for denial.
-Increased fees, the maximum fee for an initial application increases from 65 to 150, specifies the portion of the fee payable to the Department of State Police for conducting a criminal background check.
-Stricter eligibility requirements establishes a new program for law enforcement approving instructors lacks added funding. Applicants must provide proof of completion of a firearm safety course and pass a criminal background check.
- And it requires any legal challenges to this bill be limited to Marion County Circuit Court.
It establishes a permanent exception to the permit requirement for active duty law enforcement and military, modifies the affirmative defense language for the large capacity magazine provisions of ballot measure 114.
It declares an emergency, which isn't justified with these delays to implement. In an information hearing, not one testimony gave facts on reduced crime when people carry, or facts on how many criminals abide with gun restrictions, or a direct link to this bill.

HB2548 proposes a sweeping, one-size fits-all mandate that could force many family farms and ranches out of business.
Unions and trial attorneys introduced House Bill 2548, which creates a workforce standards board for agriculture.
House Bill 2548 includes two provisions that effectively “unionize” farm work at the industry level:
Creates an unelected governing body with the authority to set increased regulations for Oregon farms at least EVERY TWO YEARS.
Eliminates at-will employment for agriculture and dictates how farm employers can terminate workers, creating significant challenges and litigation risk for agricultural employers.
OREGON ALREADY has the MOST STRINGENT protections in the country for agricultural workers. See those HERE

HB2200 Would direct the Oregon Investment Council and the State Treasurer to take certain actions to reduce the carbon intensity of state investments and address certain investment risks relating to climate change.
The Oregon Investment Council oversees the funds that are invested for PERS (Public Employment Restirement System)This bill would require all funds to be DIVESTED from fossil fuels and be significantly invested in “green energy”. Currently PERS is a $28 BILLION unfunded laibility. While the big investment firms like Vanguard have abandoned the “Net zero” initiatives Oregon wants to dive headlong into ONLY “net zero” initiatives.

SB916 Was proposed at the request of the AFLCIO. This bill would allow those who are union members to file for UNEMPLOYMENT while on strike. Although the members are still employed and should be taken care of by their union this would allow union members to file for unemployment. This bill would distribute the burden of covering these workers for unemployment on ALL businesses in Oregon. Taxpayers would be burdened with paying for union strikes. Willamette Week recently wrote an article regarding this bill. Under this bill school districts would be burdened with additional costs and in the case of the Portland Teacher’s strike it would have cost the district $8.7 Million.

HB3012 would give 16 & 17 year olds the right to vote for school board memebers in their school district. This bill will get a hearing 3/3 at 8am. It is being promoted by Next Action Fund, Next Up, Unite Oregon, Unite Oregon Action. Unite Oregon was a prominent supporter of M110. Check out Unite Oregon’s current legislative priorities HERE.
If this passed it would require county elections offices to provide a separate ballot just for 16 & 17 year olds because they would not be able to vote on any other offices or issues during an election. To submit written testimony you can HERE. Testimony must be submitted by 03/05 at 8:00am.

HB4644 would establish a STATEWIDE shelter program with regional coordinators. This bill is being introduced at the request of Governor Tina Kotek and is sponsored By Rep. Mark Gamba( the rep who thinks Oregonians act like petulant children) and Rep Pam Marsh. We already know that non profits have received billions of dollars in this state to serve the homeless and the homeless numbers continue to grow. The Metro Homeless tax alone accumulated $1 Billion in a 4 year period. Organizations like “Church in the Park” in Salem have taken in MILLIONS of dollars and permanently housed only 134 individuals in 2023. We also just heard from Multnomah County Chair that Mult Co. is going to have a shortfall of $104 Million despite already receiving hundreds of millions of dollars and are stating they they will have to cut services for the homeless. A short fall just means they did not budget their funds properly. If this bill passes it will establish a statewide shelter program with regional directors and will FOREVER be etched in the state budget. Funding doesn’t seem to be an issue, spending and accountability is.

Oregon’s Advanced Clean Trucks Act went into effect and will slowly phase out diesel vehicles. Semi trucks, heavy & medium duty pickups, tow trucks, box trucks, farm equipment and more. We have an opportunity to delay the implementation of this with a bill, HB3119. HB3119 would delay the implementation of the Advanced Clean Trucks Act until January 2027. Supporting HB 3119 aligns with the interests of Oregon farmers and ranchers for several reasons:
Economic Feasibility: The current market for zero-emission heavy-duty vehicles is still developing. Delaying the ACT regulations provides time for the market to mature, leading to more affordable and reliable options for farmers and ranchers. This postponement allows agricultural businesses to plan and budget for future investments in new equipment without facing immediate financial strain.
Infrastructure Readiness: The widespread adoption of zero-emission vehicles requires substantial infrastructure, such as charging stations, which are severely limited. There is only ONE public charging station in Oregon, and it's estimated that there are only 14 in the entire United States. A delay grants time for the necessary infrastructure to be developed, ensuring that farmers and ranchers have access to the resources needed to operate zero-emission vehicles effectively.
Technological Maturation: Zero-emission vehicle technology, particularly for heavy-duty applications, is rapidly evolving. A delay allows for further advancements, resulting in more efficient and reliable vehicles that better meet the demanding needs of agricultural operations.
Supply Chain Stability: The current supply chain for zero-emission vehicles and their components is constrained, leading to limited availability and potentially higher costs. Postponing the implementation of the ACT regulations provides time for the supply chain to stabilize, ensuring that farmers and ranchers can procure the necessary equipment without facing shortages or inflated prices.
Alignment with Federal Standards: Delaying the ACT regulations allows Oregon to align its policies with federal standards, reducing regulatory complexity for farmers and ranchers who operate across state lines. This alignment can prevent potential conflicts and ensure a more straightforward compliance process.
Supporting HB 3119 offers Oregon farmers and ranchers a more practical timeline to transition to zero-emission vehicles, considering economic, infrastructural, technological, and regulatory factors.

During the 2023 Oregon Legislative Session HB2002 was passed. This bill allows for kids 15 and older to receive puberty blockers and gender transition surgeries WITHOUT parent knowledge. It also protects doctors and therpaists that provide this medicalization immunity from malpractice lawsuits. The defined standard of “care” listed in HB 2002 is the WPATH model. WPATH has been the standard of care for those with gender dysphoria. WPATH stands for World Professional Association of Transgender Health (WPATH). You can read about the history of WPATH . WPATH has been found to be fraudulent and people are now blowing the whistle. One such whistle blower is Jamie Reed of the LGBT Courage Coalition. She worked at a pediatric transgender center in the U.S. from 2018 - 2022. She has blown the whistle on the FRAUD that is WPATH and is dedicating her time to fight the medicalization of children. Oregon is currently reviewing the rules for the standard of care that will be applied in the health insurance industry. NOW is the time to act and you can register your public comment. We need to stand up and tell the insurance industry that we do not want WPATH as the model for care when treating children with gender dysphoria.
The insurance division has a proposal that would enshrine WPATH-8 into state law. You have an opportunity to submit your public comment.

CLIMATE PROTECTIOn PROGRAM
Submit comments in regards to the Climate Protection Program. The original program was instituted by EXECUTIVE ORDER by Governor Kate Brown. It is designed to reduce 90% of carbon emissions from oil and natural gas companies by 2050. This program would also include a “carbon credit” program as well as regulate industries such as papermills, and concrete manufacturers.

The CPP will effect natural gas & oil prices. It will also institute a carbon credit system which will make goods and services more expensive.

PROPOSED RULES FOR TOLLING THE I-5 BRIDGE
The only tolled facility moving forward is the Interstate Bridge Replacement program, which would be tolled by the Washington State Department of Transportation, with toll rates and policies jointly set by the Washington State Transportation Commission (WSTC) and the Oregon Transportation Commission (OTC).
