Hacienda an Oregon non profit that receives 29% of its funding from the government recently distributed a flyer that is offering $30,000 to individuals who ARE

NOT AMERICAN CITIZENS.

Hacienda is offering grants for first-time homebuyers in the state of Oregon. 21 grants available at $30,000 each! The grant can be applied to the down payment, closing costs or point buy downs on the interest rate.

The CATCH? YOU MUST BE a NON US CITIZEN, UNDOCUMENTED, REFGUEE, ASYLEES….

The flyer distributed by Hacienda states that it is funded by Business Oregon. Business Oregon is a state entity and distributes funds from the Economic Equity Investment Program. Hacienda was awarded $692,775 in 2024 to distribute with the purpose to support homeownership for buyers through interest rate buy downs, down payment assistance, or help covering closing costs. 

How was the Economic Equity Investment Program funded?

It was funded by SB1579 which was passed in 2022.

The Oregon Business Development Department shall develop and implement an Economic Equity Investment Program under which the department shall award grants to organizations that provide culturally responsive services to support economic stability, self-sufficiency, wealth building and economic equity among disadvantaged individuals, families, businesses and communities in this state.

This bill established the Economic Equity Investment Act which establishes funding economic programs based on race, ethnicity and citizenship status.

This bill was passed in 2022 with original funding of $15 million. The recently advertised first time home buyer program for NON CITIZENS via Hacienda was passed during the 2024 legislative short session. The EEIP was funded in 2024 for an additional $8 million.
